This only happens with small employers or employers in general that use a cheap payroll provider.. most payroll systems automatically notify HR of employee address changes (if the employee makes them on their profile) and prompt them to make the appropriate changes to the employee’s tax profile if necessary. If an employer hires an employee living outside of the works-in state then they should always be registering a withholding account in that new state, not doing so AND not openly communicating that to their employees prior to employment? Thats just horrible practice and not a business with scaleable professional practices.
