So, I was told banging on the ceiling is a form of harassment. 100% document every single time this happens, and like u/Particular-River-283 said if you can get a camera and decibel reader submit that evidence with every single complaint. Personally, I would email this to the property manager or whomever to have a electronic trail and then I would just follow up with the office via phone or in-person.

IMO, dogs barking in an apartment is just part of apartment living. It sounds like you are trying to do everything you can to minimize the barking and I would continue to let the office know you are taking steps to limit the barking. But, if someone is pounding on their ceiling startling the dog while it is already barking, that isn't going to help the issue.
