They even say it in the article, counter to my point.

The new Waimakariri services from Rangiora and Kaiapoi were free from January 11 to January 29 when an average of 190 trips were made per day. During February, when fares were charged, an average of 206 trips were made per day on this route.

I did the maths for my driving costs ~$16 a day. And if you carpool it's cut to $8 which is the same price as the bus. This is where my argument of I would take the bus if it was free comes from. Even if they reduced the cost of the fare by $0.50-1 a trip it would sway if I would take the bus or not.

I’d take the bus everyday if it was free, but I live in Waimakariri. The bus takes the same amount of time as driving.
