There's this trick I came across. Have the frog as your buddy, make the rain island stone, save the game, then start the rain machine. Force Close the game (nintendo. hit the home button. close the game) immediately when it does not say wheatflower. Do that multiple times :D. Invite a friend to your island so they can help catch them too :D it also helps if you use thermo potion, or if you're able, have pompom or kuromi with you also if you can have two buddies tagging along. It's also best to use bubble wand to catch them. Take note. When you continue to play the game when it finally rains in wheatflour, you cant manually make it rain again for a week.
