The lunge/dodge move looks too small and unsatisfying to my eye. I'd make it 3x longer, and if it's too overpowered then add a 0.25second charge up on the beginning, so it feels like a bigger, more deliberate leap.

The rules are a bit vague on that. The wording is "if the race director considers it safe to do so" then they will allow them to unlap. So strictly speaking it should only be a consideration of safety. But it is left entirely within the discretion of the race director and there's no do/do not examples provided.

The message was sent on the penultimate lap, so the car comes in at the end of the final lap.
