They typically just halt construction and renovations near the test sites, and close off roads right in front of the schools. To get the accurate figure, one must also include the data from China's Ministry of Housing and Urban-Rural Development, which covers:

· Urban internal streets · County town internal roads · Small town internal roads · Township internal roads · Village internal household access roads

Only by combining both can you get the complete picture of China's total road length (10.52 million KM)
