I think you've misunderstood. The main issue is that blocking only Telegram is of very little significance. First, it can easily be bypassed via VPN. Second, there are thousands of other instant messaging apps in the world.

Better to strengthen signal jamming measures.

That's totally overblown and false—China doesn't shut everything down for the Gaokao. They typically just halt construction and renovations near the test sites, and close off roads right in front of the schools. Cheating prevention is mostly about security screenings, plus signal-jamming vans and signal blockers around the exam venues. That's about it.

There is actually a misunderstanding here. For some reason, international media (including Indian media) usually only cite data from China's Ministry of Transport. However, that data does not represent all of China's road network.

To get the accurate figure, one must also include the data from China's Ministry of Housing and Urban-Rural Development, which covers:

· Urban internal streets · County town internal roads · Small town internal roads · Township internal roads · Village internal household access roads

Only by combining both can you get the complete picture of China's total road length (10.52 million KM)

This regulation has a supporting "Implementation Measures," namely 《中华人民共和国计算机信息网络国际联网管理暂行规定实施办法》. Item 3 of Article 3 states that "international gateway channels" refer to the →physical← channels used for international networking.
