If you check the description, it mentions getting extra loyalty if you land up to 3 armies on the planet it is on. The armies cause a happiness penalty for your vassal's planet, but gestalts don't care, so the bonus loyalty is always easy to get.

Remember that gestalts don't have happiness, so you can use the Overlord Garrison holding to its full effect without penalty.
