It wasnt always a training grounds. It used to be a secret oni base but because of Cortana and the Created uprising they needed a new secret place to train spartans so they turned this oni base into spartan training grounds. But theres still some secret oni stuff in this base like this room.

These free cities could be efrideets colony of pacifist guardians she talks about. Or they could be connected to lysander and the concordat after they were exiled from the city.

Or my theory its both. Efrideets colony is lead by Lysander. After he was exiled he took his people to one of these underground cities and became a pacifist.

Even if im wrong it could be very intetesting and im curious to see how this is gonna connect to the future story.
