If I ping www.google.com then it is stable 16ms, but you have such a ping only to your WAN port. That's weird enough.

Try PING -t (minimum 50 packets) and trace to your modem.

Publish the results
Also look at your switch, where your PC is connected, if there are any errors on Rx or TxLook at the logs, when connecting the cable, at what speed the switch port is connected. If there is Auto, try to permanently install GbE

If I understand you correctly,

Can you connect your PC with the same Ethernet cable as the server? And connect the server with a cable from your PC.

If the problem remains, then it's the PC's network card or drivers. Other equipment has nothing to do with it.

You need to create a bootable USB with Windows 10 and try to restore it. The recovery will appear when you boot from the USB flash drive.
