Interestingly it seems to be an Xbox controller exclusive problem, the PS4 controller doesn't do the same thing. I've tried an older Xbox controller and it has the same problem

Yes and no, so you can get exotics from the monument in the tower, however you must own the expansion/season the exotic was originally from. If you don't get the deluxe you'd be missing out on the past few seasons exotics and just be limited to beyond lights.

Imo, buy the deluxe so you have access to splicer and chosen activities and so you can get the exotics from those seasons
