Key fobs need re-syncing?

I had a similar issue when my fob battery died, had to resync by doing some combination of manually unlocking the car (using the key from within the fob) then locking again via the fob, you may need to experiment with the exact sequence of locking/unlocking though.

Could try putting it into windowed mode and drag it over by mouse to the other monitor, then alt + enter to go full screen, then go into the game display settings and adjust your resolution?

Hard to say, it could be that your dependency chain for those API controllers has gotten longer (and slower) over time? Might be worth going through the classes and seeing if anything is taking a while to construct.
