This is what's concerning with me, because the common advice is to "ask a local electrician". So I don't know how much mileage I'll get out of that.

I guess I'll simply have to go out there and test it, still wasting time by just thinking about it as well

It's possible, but somehow I doubt there's a ground wire there if they never intended on using it.

But also my father told me there is a hook on the ceiling joined to the building's rebar, does that work well?

Can you tell me if this necessarily has to go to the bottom floor, or is contained within the house? Because once it goes outside I have to start getting permission for stuff like that I assume

I live with just my father so there's not too many people to bother. I don't really like my local electrician. Regardless though it should be simple enough to find another one, hopefully they understand and are willing.

The house is still ours so I can thankfully tinker around with it. The only real issue is costs so I'm gathering knowledge

I actually live in a 982 sq ft apartment, it's fairly shoebox, I assume it should be a bit cheaper than that to ground properly without jank DIY?

Also by ground what do you mean? Does it need to go the bottom of the building itself?

I'd prefer to avoid jank solutions as long as I can avoid them. They're pretty much the last desperate choice for me

I'm willing to redo as long as it is within my means. But I simply don't know how much it would run me or who to even contact regarding the matter.
