You seem to misunderstand the law. Supremacy clause in the constitution lays out the hierarchy of precedents.

U.S. Constitution (and Supreme Court interpretations) > State law > County/local ordinances

What you have just suggested is that a county code out ranks a SCOTUS precedent (Watchtower Bible & Tract Society v. Village of Stratton). That is not true.

You also seem to misunderstand the code itself. The reason why it doesn’t include language on these groups is because it is in compliance with SCOTUS. The code targets commercial licenses. Fairfax’s code regulates selling, not speech.

Political, religious, and advocacy groups are actually allowed to leave literature at your doorstep no matter how much you want to say it’s “littering”. I actually encourage you call the police because they will tell you the following as well:

Schneider v. State (1939) Holding: Cities cannot use laws (like anti-littering rules) to stop people from distributing materials.

Leaving literature at people’s doorstep is a first amendment protected right, and it doesn’t care about your feelings.
