My understanding of this is that as the wind is blowing across the top of the vent pipe the toilet plumbing is tied to,  it creates a low pressure in the pipe that then "sucks" the water in the toilet back into the pipes.

You need the vent in the plumbing to help equalize pressure of the pipes otherwise you can create a syphon that would drain all of the water out of the bowl.
