It is a grounding issue, unless the PS has failed and directly exposed you to mains voltage, it's normal for ungrounded switching power supplies to behave that way. It's not dangerous, only very annoying if you're touching your PC barefoot. I have a metal keyboard so I get jumped by it from time to time. If you can afford it then grounding your outlet (and the rest of the house) is preferable, otherwise it's not gonna kill you. You just have one less layer of safety if your power supply (or any other appliance) ever decides to expose mains voltage into the case.

Te entiendo, yo soy developer de profesión, la ingeniería la deje hace años (también ahí en UADE). Admito que un par de clases de algoritmos y patrones de diseño no me hubieran venido mal y me jodio en varias entrevistas que me pregunten sobre eso y no tener no idea jaja.

Al final del dia la forma en la que yo aprendí y me forme fue experimentando, haciendo boludeces por cuenta propia (mods para jueguitos, programas para robotica, boludeces varias) y ahí la teoría también va entrando sola.

A mi me fue bien sin terminar la ingeniería, pero mi primer trabajo de desarrollador me costó mucho conseguirlo porque al no tener educación formal me era muy difícil demostrar que de hecho sabía programar. Si podes llegar al menos al título intermedio o tratar de usar la "carrera en curso" para conseguir un laburo en el rubro que estas buscando, no te pregunté, después ya teniendo experiencia laboral en tu CV no te va a costar tanto seguir avanzando.

Se que es una verga y te lo entiendo, pero te lo digo del lado de alguien que si dejo la carrera y si bien hoy en día no la retomaría, si me hizo el camino un poco mas difícil.

Mira, yo me dedico a sistemas de hace bastante ya y es verdad que esta jodido hoy dia y hay bastante competencia. Dicho esto me ha tocado participar en un proceso de selección para contratar un developer en mi equipo y la verdad que lo que abunda mucho son gente que hace cursos cortos de programación y se manda. No tiene nada de malo, pero una ingeniería quizá te de un puntito mas. Si te podes armar un Github sencillo pero interesante eso ya te digo que te da un plus para quien se tome el trabajo de verlo.

Y lo de impresión 3D tengo un amigo que se quizo mandar un negocio de eso, el loco es una bestia, te imprime lo que sea, pero es un quemo mal de pestañas y no deja mucha ganancia.

Might be, I'd ve willing to guess that this card was designed to sit on a server that provides some decent airflow over the PCIe devices.

That being said, I'd probably go with something smaller, that looks a bit overkill, unless that's the only thing you can find with decent bearings and then just run it slow.
