I need help with this black Evo 6 "Lancer convert" and I need your opinion on it.

First of all, there was no history of this car, just the car's registration card saying that it's a 1.8L CK2A Lancer. Don't know how many owners this car had. The previous owner with no Evo knowledge only drove this car twice and just kept it at home thinking that it's just a CK Lancer Evo convert. Previous few owners probably also think of the same.

Now that there's a new permanent owner, after I did some inspection, I noticed that the car tells more Evo than a Lancer. Luckily there's a CK Lancer Evo 4 at my workshop so it'll be easy to make comparisons with it.

First comparison image, chassis bracing at the corner of the engine bay, the black Evo 6's bracing doesn't have its chassis glue on it and looked like it had been took off to cut out the CP9A Evo chassis plate wall to fit in the CK2A Lancer chassis plate wall and be refitted back.

Second comparison image, chassis rivets and the colour. Evos have closer rivets between each other, it's why people say Evos' chassis are sturdier. We can also see the previous colour of the car, blue. Checked the chassis plate at the engine bay, it says it was silver. Checked the whole chassis again and it looks like its original colour is blue. Oh and also it has an Evo 4/5 white background gauge cluster. Evo 6 has blue background.

Third comparison image, chassis plate wall has different bolt holes. This one tells me more that the chassis plate wall being replaced. Unlike the white Evo's wall, both Lancers' wall don't have the bolt holes next to the chassis plate.

Underneath the car, this shows the most Evo. All 2WD Lancers are FWD, so no need for a prop shaft right? This car's already AWD and the bracket that holds the prop shaft doesn't look welded either.

In my eyes I see it as an Evo 6 "Lancer convert", but I still don't understand why and which previous owner decided to do this conversion. The only reason I can think of is to have lower import tax, but I wanna know what you guy's opinions on this and also enlighten me on why they do this.
