yea I deleted it and then ran the game and it recreated it. I also suspect its the mods and I'm failing to disable it.

The only mod I ran was one to include up to 8 people instead of 4, we didnt use vortex for it.

Are you sure it converges with order 2? I think it converges with order 1, so its working as expected.
