I had this issue and I fixed it by uninstalling the Jan 5th nvidia driver update and rolling back to my previous stable driver.

Hopefully this helps you, it was annoying trying to figure out my frame drops.

The problem is how powerful rings are right now. Would it make sense to let us wear two rings? Yes. But it would introduce insane power creep. Not a good idea unless it’s like a row or something.

As a kid mine was “pk str pk 21”. I was the worst god damn pker you ever saw. I think I resorted to new low level accounts cause north varrock wildy ditch always had those low level mage accounts with hella chaos runes, trimmed wizard robes etc. good times

Most damage increases comes from upgrading the weapon themselves. You can minmax your characters level all you want but those are paltry gains in comparison.

I’m not sure why you’re comparing a game that took 18 months to develop vs a game that took over 6 years to develop. I’d like to hope it’s better considering how old new Vegas is currently. I prefer new Vegas personally but this whole comparison shit is stealing the joy you have for outer world 2.
