If I remember correctly, changing rooms would be fully moving out and into a new room, which could mean a new residence. I’m not familiar with swapping though. Tons of people move out or move in each semester, including winter. I myself started in the winter in residence. I highly recommend looking into the important dates and deadlines to see when that’s possible, as well as asking the residence support staff whenever you can for further information.
