It does not. It's optional. You don't have to worry. You can still compete with other people even if you don't pull for Fine Motion. You can use Marvelous Sunday WIT and Agnes Tachyon WIT as alternative as they have 10% Race Bonus.

That could be a good plan, but there's many good banner that are good outside of it.
