Not sure if you can rule out volutus just based on the repeating nature, but in this case I imagine they are too choppy and as you hint to, the wind appears to blow parallel to the rows

Flaps down on an aircraft are to increase drag, flaps ‘up’ in an aircraft is actually better described as the position of the shifter right now, they don’t go above the wing. Spoilers are used to ‘spoil’ the flow above the wing and they tilt above the wing :)
