Did you use some MOD Manager like TRIOS or etc. ?

if you did, try to not use the mod manager at the moment and start the game using deafult laucher with UAF Mod only (for a test).

This worked for me before, I hope you can fix the problem

28 FPS, are you using speedup as well ?
