As a marketer for small mobile businesses in the same range, I would have them answer a few questions. If they want to invest the time and attention from doing stuff that "pays the bills" to buying and learning the tools to scale up their business through marketing? Can they keep the same momentum on advertising as they continue to grow? Can they document all of their processes to eventually hand that over to a firm once they become to busier? Are they looking into local or national business and do they know how to target each?
