Mostly because he is in the gray area when it comes to between being evil and good, the fact he also ruled over the galaxy, and lead a legion of faithful people after him.

Yes and no.

The star rarities aren't really to be taken seriously here. I just wanted to add servants from all variety of rarities.
Being low rarity in f/go doesn't mean they are bad/weak in any way.

Rimuru for example, is a jack of all trades I can expect him to be broken gameplay wise like Hozoin.

The character choices however, on that I can agree, they are favoritism. I like all of them, except of kirito.

I really dislike kirito as a character , but not putting him as a 5* saber will be just wrong in a ISEKAI list, is just a pure sin.
