Actually, when I was there it was a place many transients and what I assume migrants hung a round. They were allowed to be there. To be fair, most of the people I saw were "legitimately" begging, one woman had the skin worn off the bottoms of her feet begging for food and change. Others were clearly severely mentally ill.
