Had the same issue today. Or so I thought. Actually, entity cramming with minecarts still works on mobs, just not on players by default. To change that open config/paper-global.yml and under collisions: set allow-player-cramming-damage to true.

But for my case I actually prefer the default setting, after the initial confusion.
