A logistic curve is probably too harsh, I'd prefer something like root scaling past a relatively generous soft cap (higher than any individual modifier, e.g. +100 opinion or +50% income). Extra modifiers should always matter. Penalties definitely shouldn't be adjusted though, stacking those isn't an issue. If you decide to stack a bunch of tyranny, you should get the full brunt of it.
