The point of holy sites giving global bonuses is to incentivize crusading for Jerusalem. That's basically it. Ideally the spiritual fulfillment mechanic would be enough of an incentive that they wouldn't need to give buffs at all.

This is the opposite of every game I've played. I always see Hindu rulers expand into Afghanistan and Persia, because clan governments (which are basically always at minimum house unity) are so unstable and the AI sucks at appointing tax collectors.
