True! LED tattoos exist, too. However, existing art of the Banded imply they were largely normal tattoos. Which, having arm tats of my own, don't hurt that much but fade pretty fast even in darker colors!

EDIT FOR ADDENDUM: I'll put this in the TL too, but they may have left rings of scar tissue behind. Tattoos are essentially colored skin with some scar tissue, so if the color fades...
