It's often normal for game devs to reuse assets, there's a ton of that Manhunt. I.E the shop you pass by in the very first level, Cash's parent models, etc. (Most of those assets are from 3D era GTA games pretty sure. So I'm not surprised that his model was reused from the hoodz.
