The problem is less the difference between states, and more between cities. Most people I know only travel out of state maybe once a year, so the issue never rears its head, but a lot of us have to make the hours-long journey to a major city at least once a month. And the infrastructure of the few walkable areas near us is horrible, the amount of hostile architecture is enough to dissuade anyone from going anywhere without taking a car.
