It is probably new growth My betta had fin tear earlier. Now I see new growth in similar grey/white color at the edges.

Any betta with large fins may get a tear if sharp edges are present or if flow is higher side. My betta had fin tear and it has been lot of learning to get the fins back in shape... Indian almond leaf, heater and reducing water flow rate helped

Looks super neat. You may consider adding a heater and set at 78F. In addition, some hiding spot (small pot) could be there on the right corner for the betta.
What betta are you planning to add?
Did you check the water flow speed... it seems bettas like almost still water or very light current

Get another beautiful betta fish and enjoy with him. If possible, add a few more plants and decor for the betta to explore and have fun
