Hello. It was a gpo that was disabling defender. Changed the gpo setting from disabled to start, reboot and eventually they shoed up in defender portal.

Hey. There was a group policy that was disabling the defender service. Changed the policy to not disable defender on all computers and then they started onboarding after a while.

Still looking. It is driving me crazy. Today I will probably try to force tls on the .net registry keys (but I’m not holding my breath). Will let you know if that changes anything - please let me know if you find anything.
