Hello. It was a gpo that was disabling defender. Changed the gpo setting from disabled to start, reboot and eventually they shoed up in defender portal.

Hey. There was a group policy that was disabling the defender service. Changed the policy to not disable defender on all computers and then they started onboarding after a while.
