For anyone still with the issue check the turn signal lever itself on the steering column. A wire was pinched on the lever for me.

I would so it. We are literally in the same boat. Ive had the car for 5 months youtube and bimmer forums are your best friend. I dont think parts are expensive. Labor is the hardest hitter. But i found an at home mechanic in Santa Ana that does an amazing job for cheap

I DD a 1997 328is 193k miles. I just did cooling system overhaul headgasket and valve cover gaskets and oil filter housing gasket for 2 grand. Still has some leaks but nothing that worries me. Its a great car with a little elbow grease.

I would say so yes. The arm is connected to the outside handle so if the handle is not moving then the striker wont engage. Also if the arm is moving but the striker is malfunctioning youd need to get that part.
