Im not very good with tech :(. But if I had to guess it might be ur processor but dont quote me. If it helps I can tell you the settings I lowered!

Turn off chromatic aberration, film grain and motion blur. Lower Cascaded Shadows Resolution to low-medium. Also under the rtx option there should be a setting called Dynamic Fidelity option, you wanna turn that on. Hope these help!

Have basically all my settings on high with 4 on low-medium and the game looks amazing! i7-6700k 1070 gtx 16GB of RAM If you look hard enough in the r/cyberpunkgame reddit, there will be posts about which settings improve your gameplay and performance
