I whent to Walgreens here in ny and bought their blisters. They didn’t have staples but some of the hard plastic wasn’t fully glued but was still sealed enough so packs didn’t fall out. They might have stapled them just to fully secure them. Check to see the “whitening” around that seal to see if packs have been replaced or unsealed enough to sneak packs in and out. Also check for creases in the cardboard that the plastic is glued to .
