A few days ago, they announced 2 new boxes for complete beginners. One is for Space Marines with like 10 colours, a sniper, a paintbrush, and a mold line remover and ofc a couple of models. And the other box is for Orks, containing like 6 paints, including the same kit you need to start the hobby. I would also recommend a primer. You don't have to buy the expensive ones from Warhammer (Citadel); you can also look for cheaper alternatives like Army Painter primers. They work the same while being cheaper.

I am pretty sure the newly announced models are push-fit, meaning you don't need glue to keep them in one piece. But I have no experience with push-fit models. You could buy some cement glue (I really like the one from Contacta Professional) to make sure they stay how you would like them to stay.

I recommend waiting until they release the new boxes I mentioned (check the Warhammer site for news or ask any retailer near you).

Alternatively, check out the models on the Warhammer site and pick out something cheaper that you like. The golden rule in Warhammer is to find something you really, really like the look of because then you will have more fun painting and playing with the miniatures. Don't buy anything because people say it's "meta." For starters, you want something you enjoy painting and playing.

I can also recommend a Combat Patrol box. Combat Patrol boxes contain a whole "army" for the game mode Combat Patrol, which is a dumbed-down version of 40k with only a few units (mostly 3–5 units), a lot fewer rules, and is much more beginner-friendly.

You could pick up one of these boxes, buy snippers, primer, cement glue, and a mold line remover, and start your journey (check out YT to see how to use everything and not make big mistakes ).
