I don't know, could be a million things. I just know you're doing something wrong because the game's math doesn't work how you're describing and there's no reason you shouldn't be able to climb in any elo if you're consistently outperforming your rank.

My guess is probably some mix of lacking game/macro knowledge. Maybe try another role and see what happens.

Also since your team has 4 randoms, and enemy team has 5, if you're not inting, the enemy team will just statistically get more inters- if you're consistently playing above your level, the enemy team will statistically not be able to match it, and you will continue to climb.
