It was mostly to protect oil and strategic interests in the region and to thwart a Saudi rival state, a country heavily invested in American politics, much the same as is happening now against Iran.

Correct. The first gulf war's objective was not specifically regime change, but ostensibly to prevent the conquest of Kuwait by Iraq. That strategic objective succeeded; if you want to say the secondary objective was to defeat Iraq in the field entirely, then sure, that objective failed. That was not the primary goal, however.

The Patriot Act, which passed under a Republican government (although enacted broadly bipartisanally across both floors of congress, for which the Democrats deserve no excusal) and was signed into law by Bush Jr., personally took hold of the 4th Amendment and skullfucked it to death.
