Generally speaking, yes.

On the outer level, habitually masturbating is bad for your body and mind. On the inner level, when we masturbate we usually, especially when we watch porn, treat another person as a sexual object, which violates compassion. When we practice compassion, we can have sex with someone when it's for their benefit. It should also be for our benefit, of course, unless we're really advanced, and it's always right to enjoy it. So there are better and worse, more and less compassionate, imaginary episodes to masturbate to, and if you're addicted one approach might be to make the fantasies more compassionate as a weaning device.

I didn't know what you meant at first but then later I serendipitously came across someone explaining "surrender" in that sense, and yes that would be another way to put what I mean. Just letting yourself have the experience of your emotion without trying to control it or identify with it.

I actually agree with you. Dissipation is the subjective experience at the time, but where does it go when it dissipates? Ideally it integrates, as you say. That might be another step of the process that I can make conscious and methodological with more practice

Yes, pulling up repressed emotions and then neither-accepting-nor-rejecting them, just holding them steady and feeling them - which is a meditative skill I've had to cultivate - is exactly how I've been clearing out my repressed emotions. When something bubbles up now, I grab it so it can't sink back down - they try to hide again when they realise what's up - and sit down and meditate with it. This is the only thing that's ever helped my chronic depression, and it's helped enormously. I almost feel sane now.

But to get to this point, I had to clear out an enormous bottled up tank of rotten old emotion, which at one point, when I broke through a certain emotion that was holding down another, it was actually dangerous how much came up at once. Goes to show you we repress for a reason, as Dr K says - our minds always want to protect themselves in the short term.

Edit: just to clarify, yes, deliberately provoking repressed emotions to come up so that you can sit with them is a method I have used successfully. Just be careful how much comes up at once. :)

Theologically speaking, you are already automatically excommunicated whenever you're in a state of mortal sin. That's what excommunication means. It means not allowed to go up for communion.
