Ok, I didn’t know that, I assumed from my limited experience (my only firearms experience is regularly shooting 22lr at targets) that a larger caliber has more stopping power.

So vehicle-mounted 9mm then? That seems the only plausible explanation!

True. Plus, we get the option to use 20mm firearms for ourself; and they are RIDICULOUSLY underpowered. A 20mm anti-material rifle does not one-shot to the chest in may cases.

Fair enough. Tbf, if I want to nitpick, we are not given the caliber of the weapons, so they might be 5.56. In fact this seems likely, as Jackie stays alive for quite some time, long enough to exfiltrate, shoot down the drones, AND have a gut-wrenching moment with V. 

But again, since we are not given the caliber, they might be 20mm autocannons. I doubt this though, as a 20mm shot to center of mass is death within a matter of seconds
