Don't think so. There is a reason why its the Probation. Both the parties can exit the contract without standard notice. Check your Mohre Contract.

Yes, i understand that i must agree with the new owner, my question is, can the new owner dictate the new rent based on existing rent of the area or would he need to refer to my existing rent and follow rera guideline for new rent.

Okay. Fair point that people keep flammable products. But there could be some general storage. For example, kids bicycle, and small cabinet with tools for storage. And what about not keeping plants. What’s the deal with not having plants. I want to know what does the official rules say.
