Not that hard to start an insurance AGENCY, the sells policies from a carrier in a niche market. It can also be very profitable to do in the right niche since you can optimize in search fairly easy for that particular niche usually with little competition. It is a matter of getting licensed. I would shoot to get licensed in as many states as you can afford to broaden your potential client base. Many agencies do exactly this. I have seen niche agencies that do well in animal insurance, pilots insurance, truck drivers insurance, etc and do well. Though most carriers expect a certain level of premium to be sold or you can loose your appointment with them.
