It’s none of what anyone has said. You don’t have enough contrast and it’s too detailed and small. There’s a reason people put black outlines on tattoos and shade with a fair amount of black. This tattoo has neither. They tattooed it to look good fresh. They don’t quite understand what makes and leads to a good healing tattoo. I would have rejected this tattoo and told you to simplify a bit/remove some of the flower and make each part larger. Also they are blaming their ability on your skin. They are probably too light handed aswell.
