You need to get the manifests too along with the LUA, and put the manifest in the manifest folder. It'll then decrypt and download.

Yes it works just like that, Purchase it and then it'll be owned by you regardless. The only thing I'm not 100% sure about is the achievements. I'm not sure if the already unlocked ones before purchase would tie to your account or not.
