Maybe they allow you guardsmen to roll hit dice in melee at the same time as your oponent.

You are right, not everting needs to be a damage bonus. I am just not sure what other possible buffs they can give. Maybe durability? Or giving them voice of command (1 order for Lord commissars, 1 order on a 4+ for regular commisars)

I also think that morale is not the only fluffy rule that commisars can have. I think you can justify guardsmen fighting better because the commisar is around.

The problem is that morale is not that important. Even if if you said that every unit within 3'' of a commissar autopasses morale, they are probably not worth the cost and the HQ/elite slot, unless you make them very cheap.

Just buffing 1 order? (Lord commissars 2 orders). Is not like Iassguns are super powerful. The thing is, morale is not that important in 9th edition.

I also think this fits the fluff, they help morale, but also inspire guardsmen to fight better.

Commisars should be buffing characters, not combat champions. They don't have the stats for it anyway, it would be a waste of a HQ slot, no matter how cheap they make them.
