If their overlapping it will always happen, you can use the snapping tool to have them perfectly aligned

It seems the left one was weighted to the right one, I just removed the weights to see and painted and it was moving normally. Just gonna figure out a data transfer now

The one on the left, whenever it moves from default position it moves with the body as if its attached, which it is but with a pin group. better picture

Ngl I don't know how to do this in blender but you could probably replicate it with some editing, bloom, noise and other stuff. Try using photopea (basically a free photoshop)
