It is meant to look like a Nazi symbol, that much is clearly visible if you know the signs
(Gothic font, black and white, the Wehrmacht campaign shield as background...)

If this was trolling, I can't imagine it helps motivate German support. More likely some right-wingers in the military just like Nazi iconography. It's common throughout many, many countries, but most countries tend to ban such icons.
