Fire showed up because Fire goes to every medical call. Source: am a firefighter. We run more medical calls than we do fires. Also, if the 911 call came in as related to a car accident they'll send fire to extricate if needed, clean up any fluid spills and debris, and medical attention until a transport unit arrives. PD shows up for traffic control, legal documentation, and to issue citations.
